Leadership
The Citizenre Corporation is led by a distinguished slate of senior executives, led by the President and CEO, Mr. David C. Gregg. Mr. Gregg is directly responsible for instilling the vision across Citizenre, aligning company actions with its roadmap, and ensuring business excellence throughout.

David Gregg, President and Chief Executive Officer, is a technologist and entrepreneur, who after a near two-year investigation of the photovoltaic industry, founded The Citizenrē Corporation in September of 2005. Since founding the company, he has been responsible for the assembly of the company’s executive team, the development of its financial transactions, and the general execution of its business plan.
Prior to taking his extended sabbatical, David was a brief partner in Sphere Concepts, LLC, a web presence and web applications design house in San Diego, California. From 2001 to 2003, he was Head of Web Services and Content for PacCom Corporation, a multi-million dollar telecommunications company based in Los Angeles, California, with electronics distribution and web services divisions. Preceding his role at PacCom, David held several positions in the entertainment industry including Vice President of Strategic Planning for Extreme Entertainment and Vice President of New Content Development for Prestige, Inc.
David now leverages his experience and know-how in strategic planning, business development, and cross-domain application to bring a whole-picture approach to the PV industry. He has provided expertise on topics ranging from nanotechnology to energy management. And in March 2009, David was invited to join an executive-only session with 10 other national solar firms in a private meeting with the Obama Administration’s Secretary of Energy Dr. Steven Chu in Washington D.C.
The company’s principal representative to the industry’s main organizations (SEIA, ASES/ISES, SEPA, ACORE, and IREC), David hopes to impart the vision of Citizenrē to the industry’s several stakeholders in an effort to make renewable energy a major player in our global energy mix.
Dr. Robert H. Wills Executive Vice President and CTO
Dr. Robert Wills is Citizenrē’s Chief Technology Officer. He guides our technology endeavors and is instrumental in bringing about our overall vision of transforming the global energy market.
Dr. Wills has been involved in the solar industry since 1982. He started as a PV systems installer and soon was repairing and distributing the leading edge inverters of the time (Heart Interface). In the 1990s, Rob founded Advanced Energy and developed many innovative inverter products for the solar market. He has been a consultant to several RE companies (Plug Power, Beacon Power, and Southwest WindPower to name a few) on inverter development.
Dr. Wills is a highly experienced photovoltaic systems designer. He has been responsible for the design of PV stand-alone and grid-connected systems ranging in power from 25 to 150 kW all over the globe.
Rob holds a B.E. (Electrical) from the University of Melbourne, Australia with first class honors, an M.E. and D.E. (Doctor of Engineering) from the Thayer School of Engineering, Dartmouth College, and is a member of many engineering organizations including the National Electrical Code, Code Making Panel 4 (Articles 690 & 692 - Photovoltaics & Fuel Cells); IEEE Standards Association – IEEE 929/1741/1547 (DER Interconnection); Underwriter’s Labs STP, UL1741 (Photovoltaic Inverters); and the Advisory Board, Solar Energy International.
Dr. Douglas B. Holmes Executive Vice President and COO, Materials and Devices
As Chief Operating Officer for the Materials & Devices Group, Doug Holmes now manages our Supply Chain, providing Citizenre with all the hardware needed to install PV systems on customers' roofs. In time, as Citizenre grows, requiring increasing quantities of all these items, we will probably manufacture some of our own modules when the costs are favorable.
Prior to joining Citizenre, Holmes' consulting firm, founded in 1989, has worked with companies in the U.S., The Netherlands and Northern Ireland, helping them design, construct and operate the production facilities and equipment needed to make their products, such as photographic film, small batteries of various chemistries, coated products including specialty papers, medical diagnostic materials, processing equipment to provide extremely pure hydrogen gas (for use in fuel cells) and dye-sensitized photovoltaic materials coated on polymer substrates. Several of his clients have been small, startup companies; he has helped them not only with technical issues, but also in developing business plans, selecting suppliers of critical materials, and organizing process engineering and quality assurance departments.
Doug Holmes was educated at Rice University, M.I.T, and the Technical University of Delft (The Netherlands), where he earned degrees in chemistry, chemical engineering and applied physics, as well as a Fulbright Scholarship. He is an author and holder of several U.S. Patents. Since 1972, he has been a member of Rotary International in both the U.S. and The Netherlands. He has been an advocate of solar energy since the '60s. In 1978 he and his wife hired an architect with experience in designing passive solar homes; together they developed and built minergy house in New England, a home without a fossil-fueled furnace, where he has now lived for over thirty years.
